Es gehe stattdessen um den Aufbau eines "neuen Typs der Demokratie", die sich "vollkommen" von der Demokratie im Westen unterscheiden sollte. Anders als dort sollte das materielle Fundament der staatlichen Ordnung fundamental durch die Ausschaltung der Kapitalisten und Grundherren verändert werden. Dadurch lasse sich "eine durchaus hinreichende Basis" schaffen, "um sich ohne Diktatur des Proletariats auf dem Weg der weiteren Entwicklung zum Sozialismus zu bewegen.
